Is there a bike rack made for the hatch 2016 Ford Explorer which will allow you to open and close the hatch w/o a bike on it of course w/o having to take the rack off,

The only trunk mount bike rack that is confirmed to fit your 2016 Ford Explorer and will allow you to open and close the hatch without needing to remove the rack is the SeaSucker Hornet Rear Window Bike Rack - Handlebar Mount - Vacuum Cup Mounted # 298-BH1302 which uses strong vacuum cups to stick the the glass on your hatch. Keep in mind you will need to remove the bike before opening that hatch as you had mentioned.
