Redarc Tow-Pro Elite Trailer Brake Controller - 1 to 3 Axles - Proportional Do I need a separate wire for 2019 Colorado or do I just spice wires by foot plate

You are dead on.
To install a trailer brake controller like the Redarc Tow-Pro Elite Trailer Brake Controller # RED44FR in your 2019 Chevrolet Colorado you will need to hardwire the controller.
On your Colorado there will be 4 blunt cut wires behind the plastic kick panel on the driver side of the vehicle. When we installed the Tekonsha Prodigy P2 # 90885 in a similar 2018 Chevrolet Colorado we found the functions of these wires to be as follows:
Red with green stripe is 12v power and gets connected to black wire of # RED44FR
Black wire is the ground and gets connected to the white wire of # RED44FR
Blue wire is the brake output wire and gets connected to the blue wire of the # RED44FR
White wire is the stop light switch wire and gets connected to the red wire of the # RED44FR.
It wouldn't hurt to use a circuit tester like # PTW2993 to confirm that the wire functions are the same on your truck.
I included a video review of the # RED44FR, and the video of the # 90885 being installed for you to take a look at.
