For your 1998 GMC C3500 HD with a 14' flatbed I recommend B&W Turnoverball Underbed Gooseneck Trailer Hitch for Flatbed Trucks # BWGNRK1500 as it was designed specifically for trucks like yours that have a flatbed, but will need to be welded and support brackets welded by a certified welder.
This will give you a gooseneck hitch that allows you to store the gooseneck ball by turning it over and reinserting it into the hitch for undistributed bed use, and you can also tow a 5th wheel trailer by using the B&W Companion Flatbed Gooseneck-to-5th-Wheel Trailer Hitch Adapter # BWRVK3050.
I included videos for both of the products mentioned for you to take a look at.
