Recommended E-Bike Rack for Flat-Towed Vehicle
Question:
2019 Jeep Cherokee Trailhawk Two ebikes @ 60# each without battery. I need bike carrier that is rated for car flat towing behind RV. Bikes have full fenders. I prefer one that will tilt allowing access to back of Jeep though I did notice one that slides out for access. I was not able to find one that met ALL my wants. Can you? Or, can you recommend best choice that does not tilt?

The Hollywood Racks RV Rider Bike Rack part # HLY64FR is my recommendation for an e-bike carrier on the back of a flat-towed vehicle. It has an 80 lb weight capacity and grabs the bikes by the frame so it can be used on bikes with fenders. It's specifically designed for RV's.
Unfortunately, the tilting feature won't really be possibly as this is weak point and most of the reason certain racks cannot be used on RV's and flat-towed vehicles is because of this feature.
