Does the EcoHitch for 2018 Tesla Model 3 Have Safety Chain Loops

Does this trailer hitch enable to use of safety chains? If so, where are the connections located.

Yes. The EcoHitch Stealth Trailer Hitch Receiver # EH84GR has safety chain loops on the downward tube that the receiver will insert into. Since it sounds like you'll be towing, you will also need a wiring harness, ball mount and hitch ball.
For wiring I recommend using the Tekonsha ZCI # 119250KIT which allows you to clamp on to the vehicle's wiring instead of splicing in, so it's a great solution for vehicles with complicated electrical systems.
For a ball mount and hitch ball I recommend using something like the etrailer Ball Mount Kit # EBMK2416 since it comes with 2 hitch balls (2" and 2-5/16"), a ball mount that can be used in either 3" rise or 4" drop orientation, a hitch pin, clip and storage bag. I've linked a helpful article that outlines how you can measure to determine if you'll need a rise or drop ball mount that I recommend checking out, since the configuration mentioned above may not work for your trailer; you'll also want to know what the coupler size of the trailer you'll be towing is.
