My suspicion is that their might be some unseen damage or corrosion internally in your 7-way connector that is causing a power draw that is fooling the controller into thinking a trailer is connected.

You can easily test this by temporarily severing the blue wire about 8 inches rearward of the brake controller. If the green light goes out once the wire is cut, then you have confirmed that the trailer connector has an internal short and needs to be replaced. If the green light stays on once the blue wire is cut, the controller has an internal fault and would need to be replaced. You can use a butt connector to reconnect the wire after testing.

If you find you should need to replace your brake controller, I would recommend upgrading slightly by going with the Tekonsha Primus, part # TK90160 or Prodigy P2, part # 90885. Either controller features a full digital display that will display error codes if there is a problem, making diagnostics much easier. Both controllers will automatically level themselves as well. If all you are needing is a basic controller, the Primus would work well for you. If you want a controller that can be mounted at any angle as long as it is parallel with the direction of travel and is compatible with electric over hydraulic braking systems, you would need to go with the P2.
