Will these support a pop up tent 130 lbs weight and 300 lbs of people

You'll need to check with the manufacturer of the tent to find out what is the minimum weight capacity for their tent from the roof rack. They should have a number listed for the dynamic capacity required for the rack which would translate into a higher static (parked not moving) capacity.

The dynamic weight capacity of the Malone # MPG215 is 165 lbs which is definitely on the higher end so I would be surprised if this wouldn't work.
