The Tekonsha Voyager Trailer Brake Controller # 39510 you referenced will work for your 2013 Ford Explorer as long as it is installed properly based on the instructions I have provided.
I have provided links to both the installation instructions and a video review of this product.
You will need the Tekonsha Wiring Adapter # 3035-P for the brake controller to work with your vehicles factory trailer connector.
