I have a solution for you, but there is not a custom fit hitch for your 2003 Blue Bird LTC-40. For this reason you'll need to use a universal fit hitch for RVs and travel trailers. I recommend using the Adjustable Width Trailer Hitch Receiver for RVs, 22" to 66" Wide # C13704 which is a Class III hitch that can fit on box frame, C-channel frame, or I-beam frames; this is a bolt on hitch that comes with mounting hardware included but drilling will most likely be required to install this. You will want to measure the distance between the two side frame stanchions on your LTC-40 to determine if they are between 22" and 66" apart.
If you find that you've got a different distance between the frame stanchions, let me know what you find and I can help you locate one that works.
