Yes. The Roadmaster EZ Base Plate Kit - Removable Arms # 521426-1 for a 2002 Jeep Liberty comes with all of the hardware needed for installation. These base plates are compatible with all Roadmaster tow bars and tow bars with quick disconnects.

A complete flat towing setup consists of base plates and a compatible tow bar, safety cables, tow bar wiring, supplemental braking and a high/low adapter.
