Can this rack be used with road style bike tires, along with mountain bikes and hybrid?

Correct! The Hollywood Racks Sport Rider SE Bike Rack # HLY84FR is one of the most versatile bike racks we carry in my opinion. It can carry any road bike, mountain bike, hybrid, fat tire or electric bike. There are some things you need to take into account.
Make sure that the wheelbase is no more than 60 inches. Measure this from the bottom of your front tire where it touches the ground to the same spot on your back tire. Make sure that your bikes do not weight more than 80 lbs each. If you have an electric bike measure the weight without the battery. It is recommended that you do not haul your electric bike with the battery.
If you have a fat tire bike, make sure that the tire width doesn't exceed 5 inches. If you have a step through bike you may need an adapter like # HRBA-PRO. This connects to your seat tube on your bike to below the handlebars. Other than that, as long as you have a Class III 2 inch hitch you can use this rack!
