The etrailer Trailer Hub and Drum Assembly, # AKHD-545-35-EZ-K, that you referenced will fit on a Dexter 3,500 lb EZ Lube spindle, however, this hub and drum assembly was designed to be used with axles that have brake assemblies already mounted.

If you do not have brakes, then I would recommend looking into a idler hub like the Dexter Trailer Hub Assembly, # 84545UC1-EZ. This assembly will also fit on the Dexter 3,500 lb EZ Lube spindle and has the same bolt pattern as the hub and drum that you referenced.

If you are adding brakes to an axle without brakes, then you will also need to weld a brake mounting flange to the axle if you do not have one already in place. We recommend having a qualified welder that has experience with trailers to do this. I have attached a link to all of the brake mounting flanges that we carry for you to check out. You will want to select the mounting flange based on the diameter of your axle and the bolt pattern of your brake assemblies.

I have attached two FAQ articles on adding electric drum brakes and hydraulic drum brakes to a trailer for you to check out if you are adding brakes to your trailer.
