Best Tires to Use for a 14,000-Pound Tandem Axle Carrying an Emergency Generator

With a tandem axle carrying 14,000 pounds, four tires with load range of F (3960 pounds at 110 psi) are your best bet.
I recommend the Kenda Karrier ST235/85R16 Radial Tire, part # AM10501. It has a speed rating of 81 mph and a computer-generated tread for maximum traction. I've linked to a video review of this tire for your consideration.
If you need the tire with a wheel, we have a similar combination, part # AM35099, also by Kenda. It's a load range of F (3960 pounds at 95 psi) with a ST235/85R16 tire on a white wheel with a 8 on 6-1/2" bolt pattern. I've linked to a video review of this combination as well.
Because you work year round with an emergency generator, I recommend investing in a good set of tire chains for the snowy/icy weather as it doesn't sound like your business can afford to get stuck in the bad weather.
