For your 2018 Toyota RAV4 and your Thule Apex bike rack, I strongly recommend the etrailer Class III Custom Hitch, part # e98864. This hitch will give you plenty of clearance and allow you to access your rear hatch. It will be able to handle your bike rack with ease with its maximum gross tongue weight of 525 pounds, keeping the Apex from bouncing and sagging down on the road. It also has a matte black powder finish that will match your Apex bike rack very well.
The installation of this hitch is also relatively easy when compared with other hitches. I've linked to a video installation of this hitch on a 2018 Toyota RAV4 for you to reference.
