Does Power Wire Need to Be Ran to Install Tekonsha 90195 P3 Brake Controller in 2019 Ford F-250

Do I need to run a seperate power wire from battery, when factory plug has power wire ?

It'll depend on if the power circuit to the trailer brake controller harness is active or not.
Use a circuit tester like part # PTW2993 on the socket of the # 22292 harness fed by the black wire once it's plugged into the factory connector. If you don't have the # 22292 harness yet, test the # 8 pin in the factory harness located behind the pocket cubbyhole the dash to the left of the HVAC controls. If it shows power, you're good to go. If not, go the power distribution box in the engine compartment. Look in fuse position 54 (confirm this by looking at the lid to the fuse box for the fuse labeled 'Trailer Brake Control Module' and install a 30A fuse in that slot. If that slot DOES NOT have metal prongs to accept the fuse, it means that the circuit was not wired and you'd need to run a power wire from the battery, as Randy shows in the linked video.
