I am replacing my electric step with a manual double step. What should be the clearance between the bottom of the closed step and the ground?

There really isn't a set ground clearance, the underside of the housing will sit 14-1/2 inches lower than the top of the mounting flanges as shown in the provided photo. If you measure 14-1/2 inches downward from where you'll mount the steps, you'll know exactly where the underside of the steps will sit in relation to everything else on the RV undercarriage.
I've linked to a product description video featuring the # SMFP-3100 RV Steps.
