Dimensions of Stromberg Carlson U-Bolts for Spare Tire Carrier

Re: Item TR2200 Stromberg Carlson u-bolt kit. What is the thread size in diameter? It states 1/4, but that is not only too weak for a spare tire carrier but also would not be 16 threads per inch as stated. 1/4 would have to be 20 tpi in course thread, and more thread count in fine thread. Also the technical drawing dimensions suggest 1/4 bolts as per measurement shown across bottom of threaded end. Thoughts?

Replacement Bumper Mounting Hardware for Stromberg Carlson Bumper Mounted Tire Carrier # TR-2200 is the replacement U-bolt for the Bumper Mounted Tire Carrier # TR-1. I looked up the manual for that kit and attached a photo that shows the U-bolts are 3/8 inches which then makes sense with the 16 thread.
