When attaching the carrier to the basket to the hitch, do you use all three bolts?

When attaching the basket portion to the shank on Curt cargo carrier # C18151, you will use 3 bolts. Two bolts are at the closest part of the shank and the other is at the very last spot on the opposite end. I have included a link to the instructions that shows a diagram indicated how all of the parts go together.
