How to Determine Which Side of Trailer a Brake Assembly Should Install on
Question:
I purchased a set of 10x2 1/4 electric trailer breaks. I verified that the left and right assemblies are on the correct side. I verified that the Voltage to the axle is correct. 12v+ at the magnets. The brakes do not stop the trailer forward, but when going backwards, the wheels will lock up. Could these be labeled wrong? I verified the break adjustments as well.

It sounds like your brake assemblies are installed backwards based on what you described. It's not impossible that your assemblies were labelled wrong so the easiest solution is to check out the picture I attached to see if the actuating arm that holds the magnet is on the front side of the spindle.
