I actually sold a set of the WeatherTech mud flaps like the # WT110024-120024 you've looked at. The flaps do help with splashing, as well as helping to prevent damage from gravel and other debris being kicked up while driving. My buddy Brian has had a set on his Ram 2500 for going on 2 years now, and they're still looking great and working well.
There isn't a double-sided tape mounting option available, as it's very unlikely that tape would be durable enough to provide secure adhesion between the flap and the vehicle.
For a 2019 Ram 1500 Classic without the add-on fender flares or molding, the # WT110024-120024 wold be a no-drill install that uses existing fasteners and holes. No drilling necessary.
