The Optronics Trailer Tail Light # ST31RB is considered to be a weatherproof light, which means it can withstand the occasional rain shower, and according to my contact at Optronics, it is in fact submersible. That being said, I took a look at the light and wasn't able to really notice any type of seal surrounding the bulb, so I believe we have far better options for you.
If your boat trailer is less than 80 inches wide, a similarly priced gasket sealed and waterproof incandescent light option is the # ST6RB (passenger side) and # ST7RB (driver side). If your boat trailer happens to be over 80 inches wide, we have the # ST56RS and # ST57RS, which have a completely sealed housing and shock proof sockets so they're going to guarantee a long bulb life.
Either of these will be perfect to use on your boat trailer and you can feel confident they will not be damaged even when backing the trailer into the water time and time again.
As always, you'll want to make sure to unplug the trailer connector prior to launching and recovering your boat and I definitely recommend using heat shrink connectors like # DW05744-10, to create a secure and sealed connection when splicing your tail light wires.
