I have a solution for you, but front mounted hitches like the Draw-Tite Front Mount Trailer Hitch # 65008 are only designed for carrying hitch mounted accessories like winches or bike racks and you cannot flat tow with them. You'll also want to consult your the owner's manual of your vehicle to determine if the specific model of your 1998 Jeep Grand Cherokee can be flat towed (there are certain models that cannot be flat towed).
There are a number of parts that you'll need in order to flat tow a vehicle: vehicle base plates, a tow bar, safety cables, tow bar wiring, supplemental braking and a high-low adapter. If you determine that your 1998 Jeep Grand Cherokee can be safely flat towed, you can use the list of parts below to get yourself a complete flat towing setup.
Base Plates: Roadmaster Crossbar-Style Base Plate Kit - Fixed Arms # 1411-1
Tow Bar: Roadmaster Falcon 2 Tow Bar - Motorhome Mount - 2" Hitch # RM-520

If you've got a coupler style setup on your motorhome, you could use something like the Blue Ox Adventurer # BX7322, which does not require base plates. You would still need the wiring, safety cables and supplemental braking system.
