How far from the front of the bed to the back rail is it for installing rail? I have a 1996 ford F350 crew cab 4x4

Reese doesn't provide that particular measurement, but I'd be happy to help you to place those rails in the correct position.
To correctly place the bed rails, the rear edge of the rear-most rail is placed so that it is 32-1/2 inches forward of the rear edge of the truck bed (the rear edge of the bed, not the tailgate). I've provided the page from the instructions that shows exactly how the rear rail is placed. Once the correct location for the rear rail is marked and the rear rail is installed, lay the front rail loosely in the bed and place the hitch so the tabs are in the rear rails. Place the front rail so the mounting tabs on the front hitch legs fit in the slots in the rails. Roughly speaking, the slots in the rails where the hitch installs will be 22 inches apart, measured center to center. Once the front rail is properly placed, it can then be bolted into place according to the installation instructions.
If you don't already have a 7-way trailer connector installed in the truck bed, you can do so using part # 20023.
I've linked you to the installation instruction for the # RP30035 as well as an install video that I hope you'll find helpful.
