You can test the brake controller # 39510 to determine if it is the problem but if the controller level sensor cannot be adjusted you will need to replace the controller.
To test the controller, sever the blue wire behind the brake controller a few inches. Use a circuit tester to test the end coming out of the controller while you fully apply the manual override. If it functions properly then the issue could be with the brakes on the trailer. If the controller shows erratic power output then that indicates that there is something wrong with the controller and it will need to be replaced.
Make sure the vehicle and trailer side connectors are free of corrosion and dirt. Corrosion can also build up in the backs of the connectors where the wires attach.
To test the brakes, start by seeing if they need to be adjusted. When you spin the wheel you should hear a slight by constant drag of the brake shoes on the drum. If it is uneven, then you will need to adjust the brakes. Make sure to check the shoes for wear.
Also check the brake magnet wiring. The magnets should be grounded to a clean metal surface. Check for nicks and exposed wires in the wiring. You can further test the magnets by following the FAQ I have linked.
