Determining if JR Products Replacement RV Window Latch Will Work as Replacement on Older RV
Question:
The window latches have all broken due to Sun rot in this 20 year old Fleetwood Class A they are unavailable anymore will this latch mount in the same place and fit the same way that the old ones did old ones were riveted to the frame and toggles back and forth in a slot to secure the window

The JR Products Replacement RV Window Latch # 37281875 is a fairly universal product but it's hard to say for certain if it will fit the same way as your older units without knowing exactly what those look like and how they installed. RV manufacturers don't typically do a good job of keeping track of information on smaller parts like these that would have been installed at the factory.
What you can do though is take a quick measurement between the existing bolt holes from the latches on your RV. If you measure a distance of 2-1/4", center to center, then there's a really good chance this will work perfectly as a replacement. The latch mechanisms toggles back and forth on the base like you mentioned.
