Question:

What is the minimum shank length for a hitch mounted bike rack using this hitch, it is obviously recessed behind the rear bumper.

When we installed the Draw-Tite Trailer Hitch Receiver, Class II # 36287 on a similar Cadillac DeVille to your 2002 model, we found that the center of the hitch pin hole sits 5 inches behind the rear bumper. If this hitch sits in the same place on your 2002 DeVille, you will need at least 5-1/2 inches from the center of the hitch pin hole to the closest part of the hitch accessory to clear the bumper, and give yourself a bit of wiggle room.

If you're looking to carry bikes on your DeVille, I recommend the Swagman XTC-2 Platform 2-Bike Rack # S64670. This rack is confirmed to work with Class II hitches like the # 36287 hitch and it offers 8 inches of clearance between the center of the hitch pin hole and the closest part of the bike rack. Compared to a hanging bike rack, this platform rack will be easier to load your bikes because the wheels will simply set in the cradles and then the upper, padded hook will secure the rack rather than needed to work the bike onto the arms of a hanging carrier. I've attached a review video of this rack for you.
