What Does No Lockout Mean On the Demco A-Frame Trailer Coupler

It says “no lockout” in the features. But I don’t see what that means?

The lockout feature does not apply to fixed trailer couplers such as the Demco A-Frame Trailer Coupler w/ Jack Hole part # DM14793-97. The lockout feature only applies to surge brake actuators and the ability to close the proportioning valve so that the trailer can reverse without locking up the brakes.
