is there a hitch receiver reducer that nallows me to use a 2 1/2 in hitch in a 2inch receiver mount.

If I'm understanding you correctly, you're looking to reduce your 2-1/2" hitch receiver so that you can use accessories with a 2" shank and there are parts that you can use to accomplish this.
I recommend using the Curt Hitch Receiver Reducer Sleeve # C45405 , which slides inside your existing 2-1/2" receiver to allow you to use towing or hitch mounted accessories normally designed for a 2" receiver.
