Can Valterra Self-Regulating Heating Cable for RV Plumbing keep RV Water Tank From Freezing

I have a 40 gal waste tank that my sinks drain into, can I install this cable inside the tank I would run cable down drain pipe to tank hoping it could keep the drain and tank working, thank you
