Rearward Clearance with Swagman XC S64650 Installed on Vehicle
Question:
Checking for a fit into our garage with the bike off and rack in folded position

I'm assuming you're wanting to get the car in the garage and be able to close the door with the bike rack in place. When installed, the total length the Swagman XC # S64650 bike rack would extend past the rear of the vehicle is 23 inches. This would be measured rearward from the trailer hitch receiver hitch pin hole. This particular rack does not fold up against the rear of the vehicle.
Curt offers a similar folding rack, part # C18085 that measures 32-3/4 inches when folded down so the bikes can be loaded, but only 19 inches when the rack is folded up. It was kind of hard to tell from the photo you provided, so I'm not sure how much room you have to work with.
I've linked you to a product demonstration video featuring the Curt bike rack I mentioned.
