Are Safety Chains Needed When 7,000 lb Towing Trailer
Question:
Do i need to have safety chains on a trailer over 3.5 tonnes loaded connected to a tractor with a hitch? only traveling under 35km/h with also a break away breaks.

Safety chains are required by law in many different places, and in order to find out about the specific regulations you will need to contact your local DMV.
I will say that no matter what the law may be, safety chains are a very good idea, no matter what speed you are travelling because they ensure your trailer isn't going to become disconnected and cause a potentially serious accident. When considering the cost and ease of use for safety chains relative to what could happen without using them, it's difficult to justify omitting chains when towing a trailer.
For a 7,000 lb trailer the Curt Single Hook, Coiled Safety Cables with S-Hooks - 42" Long - 7,500 lbs # C80176 are a great option. Since you mentioned it could be over that you can also go with two of the 48" Long Safety Chain with 1/4" S-Hook with Latch - 5,000 lbs # TCTSCG30-748-04x2.
