Installing the Tekonsha Voyager Brake Controller # 39510 with Harness # 20127 on your 2017 Ford Transit T350 does in fact require a 4-way as well as the Universal Installation Kit for Trailer Brake Controller # ETBC7, and we do state in multiple areas that a 4-way is required, including the ETBC7 product page as well as fit guide pages and help articles which I have linked for you. The reason a 4-way is needed is because it gives you the basic lighting functions.
The Curt T-Connector Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # C56327 is a is a confirmed fit but is not a requirement; there are other 4-way harnesses that will work. The T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM11140244. This will work on a '17 T350 with single rear wheels while the T-One Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # 118722 is designed for dual rear wheel models.
These are simple to install, plugging into the tail light housing, while only the latter requires a hot lead to be run to the battery. Both will be easier to install than the universal hardwired kit you referenced.
I have added links to video installs for you to check out which show theses harnesses being installed.
