Hollywood Racks Sport Rider SE 2 Electric Bike Rack - 2inch Hitches - Frame Mount Item # HLY84FR In the description it states Frame Mount. What does that mean?

The Hollywood Racks Sport Rider SE 2 Electric Bike Rack part # HLY84FR has a center post with hooks on either end that when moved down, hook over the frame of the bike to secure it in place which is why it is called a frame mount bike rack.
The counterpart of this is a wheel mount bike rack like the Swagman Semi 4.0 2-Bike Platform Rack part # S64698 which the hooks once moved down, hook over the wheels to secure it in place which is why it is called a wheel mount bike rack.
If you have any bikes with fenders, then the frame mount bike rack is your best option but if you have any bikes with deep drop tubes (women's/kid's bikes) then the wheel mount bike rack will be best for you.
You could also look at a different type of rack, the Lets Go Aero V-Lectric FAT PRO Bike Rack for 2 Electric Bikes - 2" Hitches - Wheel Mount # LGA77FR. It is a wheel mount that can be used with bikes with fenders and bikes with alternative frames.
