Can Brackets on Curt Adjustable Width Trailer Hitch Receiver Mount to Top of I-Beam

Can you install the bracket so the bolt hole locations are on top of the I beam flange instead of the bottt?

The Curt Adjustable Width Trailer Hitch Receiver # C13704 that you referenced should be mounted to the bottom of the I-beam frame on your trailer. This is how the hitch was tested and rated by the manufacturer so altering the brackets so that they sit on top of the frame could result in an unknown, lesser weight capacity.
