Hitch Bike Rack to Fit Multiple Hitches and Handle Heavy Bikes with Fenders

Question:

need a hitch rack for 2 bikes BUT one has fenders, one is 60-lb electric bike. need a rack that will fit in both my car's 2-inch hitch AND in my wife's car's 1-1/4-inch. Prefer a rack that does not weigh 80-lbs!!
