Yes, you can add an electric RV leveling system to a 5th wheel trailer that does not have one.
Lippert's 4-Point Ground Control 3.0 Electric 5th Wheel RV Leveling System # LC358590 and their 6-point system # LC675817 for larger trailers provide automatic leveling via a Touchpad control panel. You'll choose which system based on the length and weight of the trailer, as shown in the linked image. The 4-point system works for trailer GVWR up to 15.5K while the 6-point handles GVWR up to 30K. Both operate via the touchpad shown in the photo.
Since the trailer is 20-years old I recommend contacting Gulf Stream Coach with your trailer VIN to verify that its frame is compatible with the Ground Control systems.
