Can I put sway control on an etrailer # e98844 on a 2016 Highlander? Is there a sway control device for my 2016 highlander which works with surge brakes and can be switch between trailers? What is the difference between sway control and weight distribution? thanks

Yes, a friction sway control bar like the Reese # 83660 can be used with the etrailer Class III Trailer Hitch # e98844 on your 2016 Toyota Highlander. This particular hitch is also rated for use with a weight distribution system.
There isn't a standalone friction sway bar available that is compatible with surge brakes so your best option is going to be with a complete weight distribution system that features integrated sway control and is compatible with surge brake trailers.
Sway control by itself does just what the name implies - it controls and limits sway or side to side movement on the trailer during travel. It uses friction to keep the trailer in line and quickly stop any sway that's caused by crosswinds or passing trucks.
A weight distribution system is used to distribute trailer weight over the axles of both the tow vehicle and trailer. It does this by way of its spring bars that apply leverage to either side of the setup to transfer the load at the rear of your Highlander. This helps to create a level, stable, and much more comfortable ride on the road while towing.
