The best tow bar for your 2011 Toyota Camry will depend a bit on what brand base plates you have installed but I highly recommend the Roadmaster Falcon All Terrain # RM-522. If you do not have Roadmaster base plates please let me know. This tow bar's 6,000 pound capacity is more than enough for the Camry and its non-binding design allows you to release the vehicle at any time, even on unlevel ground. It features extra-long telescoping arms that allow for better maneuverability and the self-aligning design lets you simply hook it up to the vehicle and drive forward (the arms extend automatically and lock into place).
To comply with local laws you will also need to add a set of safety cables for which the Roadmaster # RM-643 will work perfectly.
For a base plate kit that is confirmed to fit your Camry and is compatible with the Falcon All Terrain Tow Bar I recommend the Roadmaster # RM-522. I like this kit in particular because of the removable front arms that allow for a really clean appearance when you aren't towing.
In order to flat tow the Camry behind your Pace Arrow you will also need a lighting solution and a supplemental braking system. For lighting I recommend the Roadmaster Diode Kit # RM-15267 that will let you wire the Camry so that it accepts the RV's basic signal lights during towing. The diodes prevent any electrical feedback and it includes a 6-Way connector that gets mounted to the front of the vehicle along with enough coiled wiring to go from there to the 7-Way on the RV.
For a supplemental braking system I recommend the SMI Stay-IN-Play DUO # SM99251 if the RV has hydraulic brakes or the SMI Air Force One # SM99243 if it's equipped with air brakes. Both systems will send power back to the Camry's brakes in proportion to the braking force in the RV. After the initial installation they offer an extremely simple and quick hookup process that lets you transition between towing and every day driving with ease.
On your vehicle you will also need to add the Brake-Lite Relay Kit # RM-88400 to prevent the Camry's brake signal from overriding the turn signal from the RV when applying the brakes during a turn.
Lastly, it's possible that you might need to add a high-low adapter in order to keep the tow bar level. I have attached a great article that explains how to find the right one for your setup along with a link that will take you to our available selection.
