Yes, the Tekonsha Prodigy P3 Trailer Brake Controller # 90195 will absolutely fit your 2009 Jeep Wranlger JK without a factory connector (towing package).
To install it you will need to start with a 4-way, if you do not already have one, the Hopkins Plug-In Simple Vehicle Wiring Harness with 4-Pole Flat Trailer Connector # HM42635. You will then need the Universal Installation Kit for Trailer Brake Controller # ETBC7, which will give you a 7-way connector, circuit breakers and the rest of the hardware needed to install a brake controller.
That will allow you to install the Prodigy P3 # 90195 and give your Jeep an outstanding brake controller. I have added links to a couple video reviews and help articles for you to check out as well.
