You'd be near the towing capacity of the 2007 FJ Cruiser but it looks to be possible. The FJ has a towing capacity of 5,000 lbs and the most your CR-V would weigh is 3,600 lbs so you'd be fine.
For a tow dolly we have the Demco Kar Kaddy part # DM9713045 which has a self contained braking system and a steering axle so it will work great. It weighs 795 lbs so you'd still be under capacity.
