The Curt Adjustable Width Trailer Hitch Receiver # 13703 that you referenced should fit your 2014 North Trail 21RBS just fine but you will need to confirm that the frame on your trailer is within the 22" to 72" wide requirements for fitment. The universal brackets fit on box, C-channel, or I-beam frames so it's just a matter of determining the width of your frame.
You will also need to add a wiring connector to the rear of your North Trail to power the lights and possibly brakes on your jet ski trailer. The Hopkins # HM40975-11998 has both a 4-Way and a 7-Way connector plus a pigtail that allows you to easily connect this to your existing wiring. Please note that a lot of States do not approve double towing and since you are significantly extending the length that your power will need to run you may have issues with the wiring and/or brakes on your jet ski trailer.
