Is it Normal for Brake Controller Light to Stay On When Not in Use

Im trying to connect the brake control to a 2009 Chevrolet Silverado we get it connected but the light won’t go off

Brake controllers don't have an off switch and are designed to go into a sleep mode after 15 minutes or so of inactivity. It sounds like your controller is wired up correctly in your 2009 Chevy Silverado and the controller just hasn't gone to sleep yet. You wouldn't want to just unplug it as that will cause it to lose it's user settings.
