I looked up the weight of your 2007 Fleetwood Highlander Niagara 4131 and it would appear based on the gross vehicle weight rating (GVWR) that you have a single 3,500 lb axle. If this is the case then the Dexter Nev-R-Adjust Electric Trailer Brake Kit part # 23-468-469 or the Electric Trailer Brake Kit part # AKEBRK-35-SA for a cost effective option is correct.

However, in order to confirm this you would want to count the number of brake mounting flange bolts and measure the overall diameter of the drum. These assemblies both use a four bolt brake mounting flange with 10" diameter drum. The other more exact option would be to look for the axle tag and send me a photo of this.
