If you don't already have a supplemental braking system for when you are flat towing your 2001 Chrysler PT Cruiser then yes, you will need to install a braking system. Not only does almost every state require this, but it also gives you a better and much more safe towing experience.
For your application I recommend going with the portable Blue Ox Patriot # BLU37TR because it is easy to setup and use plus if you end up flat towing a different vehicle in the future you can easily use the Patriot II with that vehicle as well. I have attached a review video for you to reference.
Please note that a complete flat towing setup includes a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you do not have all of these components just let me know and I can make some additional recommendations for you.
