Can they be wired to the trailer to truck plug? Allowing the jack to be operational only while the trailer is connected to the towing vehicle also illuminating the need for a battery mounted on the trailer.

Yes, if you wanted to power the # EJ-3520-BBX from the 12 volt accessory circuit of your 7-way you certainly could. This pin on the 7-way would be the 1:00 position. This jack only draws 23 amps while most 12 volt circuits are rated for 40 amps.
