The 4-Pole Wishbone Wiring Harness # A35W42B installs on a trailer and will connect to the mating vehicle harness to power the trailer lights. The double brown wires on this item allow easier connections to the running lights on both sides of a trailer.

On your 2002 Buick Regal the 4-pole wiring kit you can use is part # 18252.

Kit # 18252 includes a circuit tester to allow you to find the correct wire on the car to splice into each of the wires on the included vehicle-side 4-pole connector. This kit also includes the snap-on quick-splice connectors to make it easy to install the 4-pole on the Regal. You'll need to remove one of the tail lights assemblies to get to the wires that connect to the back of it; this is where you will test and make your connections.

I linked a video that shows you how the circuit tester is used. It will be easier if you have a helper to turn on the various lights so you can find the wire that carries that function. I also linked a photo that shows you the function assignments for each pin on the 4-pole.

Installation of a wiring harness should have no effect on your dash lights since they are on totally separate circuits. You can check for a bad fuse in the instrument panel fuse compartment on the passenger side of the dash. I linked a diagram taken from page 2-62 of the owner's manual to show you this location.
