Yes, the Swagman XTC-2 2-Bike Platform Rack part # S64670 is rated for use on a motorhome so it can be used on your Fleetwood Southwind Class A Motorhome. It does not have a pivot point on the shank which is what allows it to be used as such. It also has a threaded hitch pin which will help to stabilize the rack and bikes while in motion.
In order to lock the bike rack to your motorhome you will want to use the Locking Anti-Rattle Threaded Hitch Pin part # S64029. In order to lock both the bike rack to your motorhome and the bikes to the back rack with the same key you will want to use the Anti-Rattle Hitch Lock and Cable for Swagman Bike Racks part # S64031.
