The Thule Xsporter Pro Adjustable Height Truck Bed Ladder Rack part # TH500XTB-THXK4B which is a fit for your 2018 Toyota Tacoma if you have the deck rail system does indeed come with four load stops. You can also purchase additional ones if you need more with the Replacement Load Stops for Thule Ladder Racks part # 753-3761.
