Why would my charging light only come on when the pin is pulled to test breakaway system and it is off during regular operation

Sounds like you might have some of the wires of your breakaway kit reversed. If you check out the picture I attached you'll see how the kit is supposed to be wired. Most likely your issue is between the connections to the blue and red wires of the trailer in the diagram.

If you cannot get the pin for your breakaway system out of the switch then your best bet would be to just replace the whole unit. The Hopkins #HM20010 will accomplish this and provides you with a cost-effective repair.
