Bike Rack and Cargo Carrier Recommendation for Trailer Hitch

Question:

Could I use this to carry both a cargo carrier and tray-style bike rack? I would use it as a riser, ing the cargo carrier into the lowest setting and the bike rack into the highest setting. Neither would use a ball mount? Would this work/be safe?

First issue is that the # 325-GH-328 can only be used in the drop position per the manufacturers requirements, but I have a better solution that allows you to carry a bike rack and a cargo carrier that I think you'll really like.

Check out the Hollywood Racks Sport Rider SE2 Platform 2 Bike Rack w/Cargo Carrier # HR1450Z-85. This is a bike rack that comes with a cargo carrier that you can attach to the rear of it so that you can carry your bikes as well as cargo in the carrier as needed. Either rack can be used independently too which is nice. Check out the review video I attached for more info as well.
